We strongly recommend that Tenants and Signatories take a few minutes to carefully read these Rules to avoid fines of tens of thousands of rubles or eviction without refund and deposit forfeiture. Do not lose your money! Pay close attention to what you are signing, especially when it concerns money, children, and long-term living conditions.

1. TERMS AND DEFINITIONS:
1.1.Tenant – An individual renting a bed space for accommodation in a mass accommodation facility, hereinafter referred to as the «Dormitory» in the appropriate case.
1.2.The Tenant may also be a minor.
1.3.Administration – Representatives, employees of Individual Entrepreneur Anna A. Tishkina, hereinafter the «Administration» or «Dormitory».
1.4.The person making the payment for the Tenant’s accommodation can be the Tenant themselves or a third party.
1.5.The person making the payment is hereinafter referred to as the Signatory (of the Agreement and Rules).
1.6.Payments made for accommodation are hereinafter referred to as Funds.
1.7.The conditional contract year is considered the «Academic Year» – the start of the «academic year» is the second half of August, and the end of the «academic year» is the second half of August of the following year.
1.8.Secret/Open Witness – A person residing or working in the Dormitory who has shown concern and notified the administration of an incident negatively affecting the general safety and comfort of residents.
2. FULL AGREEMENT WITH THE RULES AND AGREEMENT
2.1.Payment for any number of days in any form (cash, card transfer, QR-code, payment from the website page https://moscow-comfort.ru/oplata-qr-bch/, non-cash from a legal entity, and any other methods of payment for accommodation) constitutes full agreement of the Tenant and/or their representative (Signatory) with these Rules and the Dormitory’s Public Offer on the website https://moscow-comfort.ru/dogovor/, regardless of who paid for the Tenant’s accommodation.
2.2.If these Rules of Residence and the Public Offer conflict, these Rules of Residence take precedence.
2.3.These rules are posted on the page https://moscow-comfort.ru/pravila-prozhivaniya/.
2.4.The Administration promises to list a link to each updated part of the Rules of Residence in the preamble of these Rules for quick familiarization by the Signatory and Tenant.
2.5.The Tenant agrees that if they or their representative do not familiarize themselves with the news and updates of the Dormitory’s terms and rules in the Telegram chat and news channel (links are provided in the Check-in Memo), the lack of awareness of the Tenant and/or their representative is not grounds for refusal of the stated terms.
2.6.The Tenant and their Signatory promise, if possible, to immediately call back missed calls from the Dormitory Administration.
3. PERSONS SUBJECT TO THESE RULES
3.1.If a payment for the Tenant is made by another person (Signatory), in any case, the Agreement and these Rules of Residence apply to the person residing (the Tenant).
4. ORDER VIOLATIONS
4.1.Each Tenant is financially liable for violations of fire safety rules and for material damage they cause to the Dormitory’s property and to other Tenants and Dormitory employees. The amount of material damage is assessed by the administration and deducted from the account and/or deposit of the Tenant who caused the damage, or collected additionally.
4.2.Alcohol of any strength above zero (including so-called non-alcoholic beer and wine) is strictly prohibited in the Dormitory (the occasion (birthday, New Year) is irrelevant) – storage of any duration, consumption, including off-site. The penalty for relation to alcohol is immediate eviction within 20 minutes without refund of Funds and deposit and unconditional transfer of information to the educational institution, parents, guardians.
4.3.Consumption (including off-site), storage, and involvement with any narcotic and psychotropic substances – immediate eviction within 20 minutes without refund of Funds and deposit and unconditional transfer of information to the police, the educational institution, parents, guardians.
4.4.The rule for penalty collection (clauses 4.2. and 4.3.) and eviction applies even if the Administration receives from one open witness or two or more secret witnesses information that the Tenant purchased and/or consumed and/or stored any amount of alcohol of any strength or psychotropic substances of any effect during their stay in the Dormitory. Involvement can also be determined using video archive.
4.5.The Administration has the right to evict a Tenant for hooliganism, as well as immoral and/or provocative behavior, including disrespectful attitude towards Dormitory employees and other Tenants of the Dormitory.
4.6.Gambling for money and betting are prohibited in the Dormitory. Involvement in gambling carries the same consequences as involvement in smoking.
4.7.Smoking indoors, on the porch, and within 10 meters of the entrance group is prohibited. Fine: 10,000 rubles + 3 hours of sweeping the area adjacent to the porch within a radius of 10 meters from the porch from cigarette butts and garbage, regardless of whether they are the violator’s or not. If the violator refuses – the administration has the right to immediately evict the Tenant without refund of Funds and deposit.
4.8.According to Federal Law No. 15-FZ dated 23.02.2013, smoking vapes, iQOS, electronic cigarettes, hookahs, steam generators, and other smoking and smoke- and vapor-generating devices is equated to smoking ordinary cigarettes. Therefore, for the purpose of promoting a healthy lifestyle, preventing accidents, and triggering fire alarm systems – smoking any devices inside the Dormitory premises is fined as for regular smoking. The fine is deducted from the Tenant’s deposit.
4.9.For a fight between a Tenant and a Tenant, or a Tenant and an outsider, or for provoking a fight – regardless of who started it, who is right or wrong – a fine of 10,000 rubles from each Tenant participant in the fight and eviction without refund of payment and handing over the fight participants to police or National Guard officers.
4.10.The Dormitory Administration has the right to notify the parent/guardian, educational institution, employer of the violator about any violation of the Rules of Residence, as well as write a characterization/petition about the violation and evict the violator without refund of Funds and deposit.
4.11.The Administration excludes mandatory participation in resolving personal problems, disputes, disagreements between Tenants.
4.12.CONCEALMENT OF VIOLATIONS. If a Tenant was a witness but conceals from the Administration for more than 24 hours a fact of violation of these Rules of Residence by another Tenant – such concealment is equated to the violation itself and may entail a fine and measures equal to the violation itself. Our recommendation – do not be indifferent and, to avoid unpleasant situations, notify the Dormitory Administration of violation facts if you observe them, not only in your room, not only on the dormitory territory, but anywhere else. This is in the interest of your safety and your comfort, as well as that of all residents!
5. OUR NORMS AND RULES OF DECENCY
5.1.Female Tenants agree not to walk in common areas in underwear, short tops, overly revealing shorts, nightgowns, negligees, short bathrobes. Male Tenants agree not to walk in common areas with a bare torso and/or in underwear. For repeated warnings, a penalty at the discretion of the Dormitory administration.
5.2.To maintain cleanliness, the Tenant agrees to enter the Dormitory territory only in indoor shoes, leaving outdoor shoes at the entrance.
5.3.Male Tenants are prohibited from entering female rooms. Female Tenants are prohibited from entering male rooms. Fine: 5,000 rubles for each visit to a room of the opposite sex or eviction without deposit refund. The fine is imposed both on the person who entered and on the person who was visited. If the Tenant does not agree to the fine – immediate eviction without refund of funds.
5.4.Profanity is prohibited in the Dormitory, including in dormitory chats, in correspondence with Dormitory representatives. Fine: 2,000 rubles for each profane word. The fine is deducted from the Tenant’s deposit; for repeated violation – eviction without deposit refund. A violation can be confirmed by one open witness, two or more secret ones, or by confirmation from a video recording with sound.
5.5.The Tenant agrees to observe «quiet hours» from 23:00 to 07:00. During quiet hours, the phone sound must be turned off! The alarm should be set to vibration. Fine: 3,000 rubles for each violation of quiet hours. The fine is deducted from the Tenant’s deposit; for repeated violation – eviction without deposit refund.
5.6.Rule of Non-Indifference: if you accidentally broke something (or if something broke in your presence) – a toilet tank, lock, furniture, anything – tell the administrator about it. We do not fine for this; on the contrary, we appreciate that you showed concern.
5.7.Rules of Order: after using something – return it to its place! Opened – close it. This applies to common hair dryers, irons, tools, dishes, etc. Put everything back where you took it from (if it was not the standard storage place, then please put it in the permanent, standard storage place) so that others can also find it in the permanent storage location.
5.8.In our Dormitory, it is prohibited to insult, threaten, or in any other way infringe upon the rights and freedoms of other Tenants and people. For violation of another person’s personal boundaries, the administration has the right to take personal measures against the violator. EXCEPTION to this rule – countering propaganda of LGBT, non-traditional sexual orientations, propaganda of violence, chauvinism, body shaming (discrimination based on appearance, condemnation of people whose appearance for one reason or another does not fit into generally accepted standards and norms), as well as anti-Russian or anti-religious statements or statements against the Special Military Operation (SMO).
5.9.In case of violation of these Rules by the Tenant in any part, the Dormitory Administration may, for the care of other Tenants, issue a warning to the violator. If the Tenant repeatedly violates these Rules of Residence and does not respond to the demands of the administration and/or law enforcement officers, leading to material losses or creating inconveniences for the residence of other Tenants, the Administration has the right to collect material losses from the Tenant, refuse to provide further services to the Tenant, and evict without refund of Funds and deposit.
5.10.The Administration has the right not to renew the Agreement with the Tenant without explaining the reason for refusal of renewal.
6. CLEANLINESS AND HYGIENE RULES
6.1.Dishes, Table, and Cleanliness
6.1.1. By signing these Rules, the Tenant agrees that they agree to maintain cleanliness and show respect for others, therefore one of the strictest rules is immediate (without leaving the kitchen) washing of dishes after use, wiping the stove after use, using a lid for the microwave during use, wiping the table of crumbs after use. For each non-compliance with these rules of respect for neighbors, the Administration has the right to deduct from the account or deposit of the Tenant 1,000 rubles for each unit of violation. For repeated violation – 3,000 rubles for each unit of violation. Funds are deducted from the deposit or Funds by the Administration with notification to the violator of the fact of deduction.
6.2.Kitchen, Food, and Meals
6.2.1. To maintain cleanliness in the rooms, including cockroach prevention, the Tenant agrees to store, prepare, and consume food only in the kitchen.
6.2.2. If cockroaches are found in the room where you consumed food, the residents pay for disinfection of the entire Dormitory at their own expense from a supplier accredited by the Dormitory Administration.
6.2.3. Storing food in the rooms is prohibited – the kitchen and personal free lockers are available for food storage. Food found in the rooms is disposed of by the maid without coordination with the owner of the food found in the room, or moved to the kitchen into the «obshchag»* box and become publicly available.
6.2.4. «Obshchag» – these are products that the Dormitory Administration gratuitously purchases for common use (these are free: coffee, tea, sugar, salt, pasta, cereals, milk, sunflower oil, and other products), as well as products that Tenants gratuitously give for common use.
6.2.5. Personal dishes, except for cups/mugs, are not allowed! We have absolutely everything needed for cooking and eating in our kitchen. If something is missing, but there is a mass request from Tenants – we will definitely purchase it.
6.3.Restrooms and Showers
6.3.1. The Tenant undertakes to clean up after themselves immediately after use in the areas of stay, namely: in restrooms use toilet brushes, wipe water from the floor in showers and toilets. If the Tenant leaves any traces of stay in the restroom or shower (water, hair, traces of using the restroom, sink, tubes or packaging, used cosmetics and hygiene products, any dirt), then for the first time 3,000 rubles are deducted from the violator, for a repeated violation 5,000 rubles, for the third violation – eviction without refund of Funds and deposit.
6.3.2. If something breaks – the Tenant promises to inform the administrator, for prompt measures to restore the broken item.
6.3.3. Tenants undertake to thoroughly clean up after themselves in common sanitary areas. The Tenant undertakes to leave the place after themselves in a condition that the majority of Tenants would be pleased to see at the beginning of their visit.
6.4.Rooms
6.4.1. Residents must maintain cleanliness in their living rooms: on their sleeping areas, storage areas, and also maintain personal hygiene. For non-compliance with order, sanitary and hygienic norms, the administration has the right to increase the cost of accommodation without the consent of the hygiene and sanitation violator, and for regular unsanitary events, evict the resident as a violator without refund of Funds and deposit.
6.4.2. Being in bed in outerwear, on the mattress without a mattress protector and/or without a sheet, using a mattress/blanket without a duvet cover, pillow without a pillowcase, not changing linen according to the administration’s schedule – is considered a violation of hygienic norms. After the first warning, a repeated violation entails collection of funds for the purchase of new linen and mattresses at the retail price from a supplier indicated by the Dormitory Administration.
6.4.3. For maximum safety – the use of heating appliances in living rooms is prohibited: immersion heater, iron, hot plate, etc., as well as storage of flammable materials and explosive substances.
6.4.4. The Tenant unconditionally agrees to join or at least not hinder periodic decluttering of premises and storage areas initiated by the Dormitory Administration.
6.4.5. The Tenant agrees that if they do not make the bed, if there is dishes in their room, if there is clutter and junk* in their room, then the rent may be increased by 5,000 rubles per month.
**Junk refers to items that no one uses, which no longer have value, have lost relevance, but they take up space.
6.5.VIDEO SURVEILLANCE
6.5.1. By signing these Rules of Residence, the Tenant and their representative (parent/guardian, etc.) agree that video monitoring with event recording is used in common areas of the Dormitory, that these recordings can be used to identify violations by both Dormitory representatives and the Tenants themselves, as well as by law enforcement representatives.
7. ELECTRONIC ENTRY (if available)
7.1.For access to the Dormitory territory, a face- and finger-id is created for each Tenant (if electronic access is installed in your dormitory), which is deleted when the Tenant checks out or is disabled when the Administration intentionally blocks the Tenant’s access to the premises due to non-compliance with the payment schedule.
7.2.For the safety of Tenants – it is prohibited to let anyone in using one’s own id or by pressing the «Exit» button. For a violation fact, 5,000 rubles are collected from the violator’s deposit in favor of the Dormitory.
8. PERSONAL BELONGINGS
8.1.The Administration is not responsible for the Tenant’s personal belongings and valuable items, money, documents, equipment. For the safety of your valuable items, there are free lockers with keys.
8.2.When cleaning premises, the maid does not clean the Tenants’ personal belongings – cleaning personal belongings is the care and responsibility of the Tenants.
8.3.In the dormitories, to prevent cluttering of expensive premises with items that are rarely used or belong to one Tenant but take up a lot of common space, and also for fire safety, it is prohibited to bring and store bulky items that significantly reduce space, such as:
— Vehicles and means of transportation: bicycles, scooters (including electric), skate…, snow… and other «…boards», gyroscopters/segways, as well as skis, skates (both roller and winter), and so on;
— Sports and tourist equipment and accessories: exercise machines, dumbbells, kettlebells, barbells, oars, SUPs, tents, sleeping bags, sleeping mats, trekking backpacks, hockey equipment and gear, grills and skewers, inflatable mattresses and inflatable furniture, etc.;
— Furniture and furnishing items: beanbag chairs, hammocks, carpets, shelving, etc.;
— Household appliances, electrical appliances, including refrigerators of any size, microwaves, heaters, hot plates, kettles, immersion heaters, coffee makers, multicookers, etc.;
— Any dishes, except personal mugs;
— Computer equipment, projectors and folding screens, large speakers and large equipment. Only laptops and PlayStation, Xbox are allowed (for use with our TV);
— Equipment for creativity and hobbies: looms, sewing machines, easels, stretchers, etc.;
— Filming equipment: cameras, lights, chroma key screens, etc.;
— Musical instruments: amplifiers, drum sets, synthesizers, double basses, and so on. Some non-bulky instruments may be allowed upon agreement with the Administration and roommates;
— Large luggage: suitcases that have nowhere to be stored after unpacking. Boxes with «off-season» items (e.g., a box with winter clothing and shoes – in summer);
— Storage systems: large boxes, or many medium boxes, 19-liter bottles and pumps for them;
— Hazardous items and substances (including toxic, flammable, explosive) that can cause harm to the Tenant themselves, neighbors, employees, the premises, and property;
— Any weapons, including decorative, gaming, and gear, including piercing-cutting items (except kitchen knives belonging to the Dormitory, which can only be stored in the kitchen);
— Alcoholic beverages of any format, even non-alcoholic beer, non-alcoholic wine (immediate eviction);
— Narcotic substances even of mild effect (immediate notification to the police, university, parents);
— Any animals except aquarium fish and only upon agreement with the Administration and roommates and with full responsibility and care.
9. GUESTS
9.1.It is prohibited to bring into the Dormitory and leave unsupervised outsiders, as well as to transfer room keys to them for accommodation. In case of this violation, a fine of 5,000 rubles is deducted from the Funds the tenant paid for accommodation, and further the administration has the right to evict the Tenant without refund of Funds.
9.2.Every person (guest) who comes to visit the Tenant must be entered into the Guest Registration Log, which is kept by the administrator.
9.3.The Tenant, within their stay in the Dormitory, is administratively and materially responsible for the actions/inactions of the guest they host.
10. RULES FOR ADMINISTRATOR AND MAID ROOM VISITS
10.1.The Administrator and maid of the Dormitory have the right to enter the room 24/7 either for an urgent reason without knocking (suspicion of an emergency — fire, flooding, smoke, other reasons), or if the reason is not emergency, then by knocking on the room’s entrance door without explaining the reason for the visit to the residents (usually to monitor compliance with the rules of residence and/or for room cleaning, and for other reasons, e.g., identifying rule violations). If the room is occupied by a Tenant of the opposite sex to the administrator/maid, the Dormitory employees may enter with the immediate permission of the Tenants; if no one answers – then unimpeded. A complete ban on room visits for Dormitory employees is not possible.
10.2.The Tenant agrees that the Dormitory Administration and the Dormitory as a legal entity are not responsible for any damage to the health and life of Tenants that Tenants may cause/have caused to themselves and other Tenants.
11. FIRE SAFETY RULES
11.1.Please do not leave chargers in the socket without a charging device – this is considered a violation of Fire Safety Rules and entails administrative liability. Please observe the Fire Safety Rules to the maximum extent. Material, administrative, and criminal liability for damage from violation of Fire Safety Rules also lies with the Tenant through whose fault damage was caused to the Dormitory and other Tenants.
12. MINOR TENANTS
12.1.The parent, trustee, guardian of a minor Tenant is obliged, no later than 3 days before the minor’s check-in, to provide a Consent for the child’s placement in the Dormitory according to the Dormitory’s form. Without written Consent and a photo with it from the parent/guardian, the Administration does not have the right to accept a minor child for residence.
12.2.Disagreement or inability to provide the parent’s/guardian’s Consent is a reason for refusal of placement, or the parent/guardian must, before check-in, pay a deposit of 50,000 rubles, which is refunded after the Consent is received.
13. FINANCIAL DISCIPLINE
13.1.Pricing
13.1.1. If a Tenant has lived in the Dormitory for more than 12 consecutive months, if they had no violations of the Rules of Residence and no late payments during this period, then they are given a permanent monthly mega-discount (maximum possible) of 5% on accommodation for all subsequent months of residence. The discount is revoked if there were more than 2 late payments or if there is a break in payment for the next period or if the Tenant was evicted from the Dormitory.
13.1.2. Once a year – on August 1, the Dormitory increases the rental cost for Tenants, according to indexation and/or proportionally to the increase in the cost of renting the premises.
13.1.3. When paying a one-time payment for 12 months immediately, an additional 5% discount is provided.
13.2.Payment Terms
13.2.1. The Tenant agrees to make payment for the next month no later than 15 calendar days before the end of the paid period. The Tenant agrees that for the first day of delay (payment after 24:00 on the 15th), a penalty of 3,000 rubles is charged, further penalties of 500 rubles are charged for each day of delay. For a delay of more than 10 days, forced eviction without refund of money and deposit is provided.

13.2.3. The position of the Dormitory Administration is to oppose the accumulation of debt for accommodation even for one day. The Administration, if payment is not made by 24:00 on the last payment day (the 15th of the month preceding the payment month), has the right to put the place up for sale. To avoid unexpected situations where your place is suddenly sold today – we strongly recommend paying on time, one month in advance.
13.2.4. To reduce the cost of the rented place, by reducing banking service costs, we recommend making payment for accommodation on the payment page https://moscow-comfort.ru/oplata-qr-bch/ via the Fast Payments System (FPS). If the Tenant, for any reason, could not or did not want to make a transfer via FPS, the Tenant promises to add 5% to the amount paid. If the payment is made from the payment page by any method other than FPS, the amount of the credited Funds is considered 5% less.
13.3.Check-in Not from the 1st of the Month
13.3.1. If a new Tenant pays for the first month of residence not from the 1st of the month, then the first month’s payment can be calculated using the formula – the monthly accommodation cost at the retail price divided by the number of days in that month and multiplied by the number of paid days in the first month.
If the Tenant checks in on the 15th of the month or later, it is necessary to pay for the current month and the next month in full.
13.3.2. Sales for each month for new Tenants open no earlier than the 15th of the previous month.
13.4.Temporary Absence and Departure
13.4.1. Temporary Absence. If a Tenant decides to leave temporarily (for a month or two) (e.g., for holidays or any other reason), but wants to return to their place upon return, then the place must be paid for in full during the absence – then, provided full payment is made, belongings do not need to be removed and the place will be reserved for the Tenant for the paid period.
13.4.2. If the Tenant, for any reason, does not want to pay for the place during their absence – then they must completely remove their belongings and vacate the place so that the Dormitory can rent the place to others, but in this case the Dormitory does not guarantee that the place will be available upon the Tenant’s return.
13.4.3. A Tenant is considered to have checked out when they have completely removed all their belongings. The days while belongings are stored in the Dormitory – the Tenant undertakes to pay for these days before taking the belongings.
13.4.4. The Dormitory has the right to rent an unpaid place to another Tenant without limiting the period of residence, meaning that upon the Tenant’s return, the Dormitory does not guarantee the availability of free places.
13.5.Penalties and Liquidated Damages
13.5.1. If, due to a violation of the Rules of Residence, a fine and/or liquidated damages and/or penalties are deducted from the Tenant’s deposit, then the Tenant must, no later than 14 calendar days, deposit the deducted amount to restore the full deposit. Otherwise, the Tenant is charged a penalty of 500 rubles for each day of delay after the expiry of the period given to replenish the missing Funds.
13.5.2. If the Tenant decides to check out completely before the end of the paid period – payment for the paid period is non-refundable. The «like an apartment» payment principle is used.
13.5.3. By signing these Rules, you agree that:
— We have no refundable tariffs, therefore, if a Tenant booked a place and made a payment but did not check in, these are only the Tenant’s risks, which should not be transferred to the Dormitory. Thoughtfully assess your plans, financial capabilities, and risks.
— We have no refundable tariffs, therefore, if you signed these Rules, and hence the annual contract, but did not fulfill it not at the initiative of the Dormitory, then your decisions and circumstances should not be transferred to the Dormitory. Thoughtfully assess your plans, financial capabilities, and risks.

13.6.Check-in
13.6.1. Every student checking into the Dormitory must provide a student ID, provide data (full name and contact) of the senior student in their faculty group.
13.6.2. Check-in time for a new Tenant is no earlier than 14:00 on the check-in date. If the Tenant wants to check in earlier on this date, it is necessary to coordinate with the Dormitory Administration.
13.6.3. A place purchased by a specific Tenant for a specific period cannot be provided gratuitously or sold to another Tenant by this Tenant or the administration (the principle as on an airplane is used – each place belongs to a specific person and during the paid period cannot be used by another person).
13.6.4. We do not accept everyone into our dormitory, so we offer each new candidate for check-in to undergo an interview with our psychologist. We have the right to refuse any candidate without explaining the reason.
13.7.Rules for Distribution of Free Places
13.7.1. If from any source, a candidate for check-in or their representative receives information that there is a free place in any of our Dormitories, this does not mean that a free place in the Dormitory actually exists – sometimes information on our websites is not updated instantly, and some third-party sources are not controlled by the Dormitory Administration at all, meaning the Dormitory is not responsible for information from third-party sources.
13.7.2. In case of overbooking (when the same place is paid for by more than one person), the place is given for check-in to the one who made the payment earlier, and the payment is returned to all others within three days (bank processing time).
13.8.Check-out
13.8.1. Check-out time for a Tenant is no later than 12:00 on the check-out date, unless another rule is presented by the Dormitory Administration.
13.8.2. Eviction of a Tenant can be carried out by the Administration’s decision unilaterally due to non-compliance with these Rules of Residence, and sometimes without explanation.
13.8.3. Eviction of a Tenant can be carried out on their own initiative, but subject to the terms of these Rules.
13.8.4. Upon check-out, the Tenant must return the bed linen, electronic pass and keys (if any), clear storage systems of their personal belongings, shoes, boxes, food (or give the food for common use to other Tenants), including indicating to the administrator-maid items left as unnecessary and give consent for their disposal.
13.8.5. The Tenant, upon check-out, must hand over the place in the room to the administrator-maid and receive from her confirmation of the preservation of the dormitory property in a condition adequate for wear and tear.
13.8.6. The departing Tenant is obliged to receive from the Dormitory Administration confirmation that the Tenant has no debts to the Dormitory.
13.8.7. The Tenant agrees that upon check-out, a characteristic of the departing Tenant may be sent to their university based on their reputation.
13.9.Migration Registration
13.9.1. According to the legislation of the Russian Federation, every citizen of the Russian Federation, as well as a foreign citizen, arriving at a place of temporary accommodation (hostel, dormitory, hotel, apartment) is obliged to register temporarily at the place of residence. For this, the citizen must provide the administration with a passport and, for a foreign citizen additionally – a migration card.
13.9.2. When departing from the place of registration, the citizen is obliged to notify the administration of the departure so that the administration can deregister the citizen. This rule applies particularly strictly to foreign citizens, as if a citizen is not deregistered at the place of stay – there may be difficulties with border crossing at customs.
14. ANNUAL CONTRACT
Why an annual contract is needed:the first reason is the comfort and safety of residents (with long-term contracts we ensure the most stable, predictable contingent). The second reason – we strive to make the cost of accommodation cheaper for Tenants, so we sell accommodation to Tenants in bulk (wholesale from 12 months), but with monthly payments. No wholesale volume – no wholesale price.
14.1.There is no short-term stay in the Dormitories. The minimum stay period is an «annual contract»*.
14.2.*The conditional contract year is considered the «academic year». The start of the «academic year» is the second half of August and the end of the «academic year» is the second half of August of the following year.
14.3.If a Tenant checks into the Dormitory in any subsequent month after August, which is the start of the Academic Year, then for this Tenant the contract year still lasts until the second half of the nearest August.
15. EARLY TERMINATION OF THE ANNUAL CONTRACT
15.1.If the Tenant or their representative, by payment, agreed to an annual contract, but the Tenant did not live until the end of the «academic year» and decided to check out earlier, then the Tenant must, no later than 2 weeks before the check-out date, notify the Dormitory Administration of the check-out date.
15.2.If the Tenant or their representative, by payment, agreed to an annual contract, then they must, as compensation for non-fulfillment of the «annual contract», the Dormitory keeps the deposit and the balance of unused Funds, the amount of which must not be less than the cost of the Tenant’s accommodation per month on the date of check-out.
Option two – can only be applied if the Tenant has lived in the Dormitory for more than 3 consecutive months of the current «annual contract» – the Dormitory recalculates the accommodation cost from the wholesale price to the retail price and the difference is paid via the accommodation payment link no later than 2 weeks before the Tenant’s check-out date.
15.3.Exceptions when clause 15.2. does not apply to the Tenant:
– The Tenant is in their final year of university/college;
– Death of a close relative (official certificate required).
15.4.Expulsion from the educational institution, personal reasons, and eviction for violation of the Rules of Residence are not reasons for the return of the deposit and non-fulfillment of other obligations of the Tenant in connection with the termination of the «annual contract».
16. DEPOSIT
16.1.The deposit amount is equal to the cost of one month’s rent.
16.2.The purpose of the deposit is to guarantee the fulfillment of the annual contract, as well as a fund for deducting payment for the Tenant’s fines, if any.
16.3.The first part of the deposit must be paid by the Tenant to the Dormitory’s account at the time of check-in.
16.4.If the deposit is not paid within the first month, it is deducted in full from the payment for the next month.
16.5.If part of the funds is deducted from the deposit to pay off a fine, delay, liquidated damages, the Tenant undertakes to restore the full amount of the deposit no later than within 14 calendar days.
16.6.The deposit or the balance of the deposit is credited towards the payment for the last month of fulfillment of the annual contract.
17. CHANGES AND IMPROVEMENTS
17.1.The Dormitory Administration reserves the right to make changes to the Dormitory’s concept, independently determine the concepts of improvements, structure, organization of the Dormitory’s space, and make improvements to these Rules without coordination with the Tenants, but with mandatory notification of updates to these Rules in the preamble of these Rules indicating the date of changes.
17.2.The Tenant agrees to accept without complaint that changes and improvements may be associated with temporary inconveniences.

19.1. WHAT IS INCLUDED IN THE COST OF THE RENTED PLACE
–The place itself (bed, mattress, mattress protector, sheet, blanket, duvet cover, pillow, pillowcase, face towel);
–Space in the room (including storage systems, table), common territory (hallways, restrooms, showers, kitchen, workspace);
–Utility payments (hot and cold water, heating, general ventilation);
–Air conditioners (if installed);
–First aid kit (minimum set according to current legal requirements);
–Internet up to 100 Mbps;
–Linen change by the maid – once every 7 days;
–Cleaning of common areas according to the schedule;
–Sugar, tea;
–Shoe covers;
–Toilet paper, air fresheners (standard at the discretion of the Administration);
–Refrigerator cleaning according to the schedule;
–Garbage removal from rooms and kitchen – once a day;
–Printer (without consumables).
19.2. WHAT IS NOT INCLUDED IN THE COST OF THE RENTED PLACE
–Washing of personal clothing, personal towels, etc.;
–Laundry detergents (included in paid laundry);
–Washing dishes;
–Cleaning of personal belongings;
–Wet cleaning of surfaces in living rooms;
–Garbage removal from outside trash bins;
–Sorting through junk (excess items and objects that Tenants do not use);
–Internet and equipment providing internet above 100 Mbps;
–Coffee, sunflower oil, compotes, broths, soups, and so on;
–Expanded list of medicines and supplies for the first aid kit and treatment;
–Restoration of property damage;
–Electronic key for entry into the dormitory (deposit);
–Consumables (batteries, light bulbs, tape, printer cartridges, paper, etc.);
–Any stationery;
–Washing of cooking surfaces and sinks (residents are obliged to wash up after themselves);
As well as other improvements – additional equipment, ovens, toasters, multicookers, dishwashers, projectors, TVs, additional furniture, and other amenities – exclusively at the initiative of the Dormitory Administration.
